THE WORLD DEMOCRACY COALITION

Collaborating to Create a Well-Governed World

A Consortium of Supporters for the Provisional World Parliament

Convening on December 7-10, 2025 in Pondicherry, India (also online)

We are independent NGOs and other public benefit organizations who support the Earth Constitution. We look forward to participating in an inspiring, bold, and inclusive Sixteenth Session of the Provisional World Parliament (PWP), also known as “PWP16.” We envision that the World Democracy Coalition (WDC) will be a vital part of the historic effort to create a well-governed world.

The Coalition is an international collection of leaders who desire to move the world forward toward greater unity, peace, justice, and sustainability, and who also wish to be listed as members of the WDC. There are no formal obligations beyond these simple affirmations. We invite your organization to join this growing, diverse list of organizations that envision a better future for planet Earth.

                                  KEY GOALS OF THE PARLIAMENT

In Pondicherry, India, the Provisional World Parliament will pursue two critical objectives. These goals of the PWP offer opportunities for Coalition members to get more engaged with our vital work.

  1. First, the PWP will establish a permanentWorld Secretariat. This body will likely be headquartered in Bangalore, India. To learn more, see Article 19 of the Earth Constitution.
  2. Second, the PWP will elect the key officers for the Provisional World Government (PWG), as described in Article 17 of the Earth Constitution. These inaugural world governmental officials will be of two types:
    (1) The Presidium of five world executives who will represent the Parliament in between its sessions
    (2) The administrative heads of the five Commissions called for by the Earth Constitution:
    • The Elections Commission
    • The Nominations Commission
    • The Ratification Commission
    • The Finance Commission
    • The Constituent Assembly Commission

FUNCTIONS OF THE COALITION

A diverse set of leaders will be essential to the democratic process of the PWP. Some may be selected to serve in key offices in the Provisional World Government. The following are ways WDC members may foster the historic launch of the PWG:

Participate in the proceedings of the PWP. Any qualified organization may participate in PWP16, either by sending a delegate or an observer. You may register at this link. Don’t miss your chance to become part of this world-historic event!

Nominate persons for open positions in the PWG: Coalition leaders will be considered prime candidates for election to PWG positions. They may be nominated at any time between now and December 1, 2025. (See more about nominations** below.) Please note: By coordinating their work with the Provisional World Parliament, the newly elected Presidium officers and PWG officials (beginning with the heads of the five Commissions) will be vested with a new level of legitimate authority over world affairs. In this capacity they will bridge the present divide between today’s struggling global civil society sector and this newly seated (provisional) world governing body.

Gain future recognition: In the aftermath of PWP16, we believe there will be a worldwide recognition that something transformative has been initiated through this cooperation of visionary participants from all over our planet.

Help achieve ratification as the ultimate goal: The pioneers engaged with the PWP will utilize the Earth Constitution as a means—either as a blueprint or a more general template—for developing a constitutional, democratic, and just world system that will one day be ratified worldwide.

PLANS FOR A WORLD CONSTITUENT ASSEMBLY

As many already know, the Commission for Legislative Review (CLR) was activated under the Earth Constitution in January of 2025. This is an historic initiative to update and amend the original version of the Earth Constitution that was completed in 1991. Some CLR participants are Coalition members. The CLR will provide a formal report at PWP16, and if deemed satisfactory, the Parliament will call for the convening of a Fifth World Constituent Assembly sometime in the near future (perhaps 2026) to consider proposed amendments.

                                 GROWING THE COALITION

Please see the adjacent menu for a full list of the current members of the Coalition. Throughout 2025, we will continue to add new groups that support the Parliament and we encourage them to select a delegate who can participate either online or in person.

                                 **How to suggest nominations

Now is the ideal time for nominations for the open positions. There can be three sources of nominations: (1) WDC members themselves, (2) the CLR and its Distinguished Advisors, and (3) the WCPA and ECI membership.

These vetted nominees, when presented to the Parliament, will have ample time to make their case to the seated delegates at the Parliament, so that elections at PWP16 will be meaningful and genuine.

QUALIFICATIONS FOR NOMINEES

All nominees must be willing to perform the following:
(1) Affirm the Earth Constitution and work under its authority
(2) Work initially without pay
(3) Hold quarterly meetings of the PWP to elicit its direction regarding their work
(4) Work toward ratification and implementation of the Earth Constitution
