Our Plan of Action
Our plan is based on the truh that we the world’s people are SOVEREIGN.
To express our innate sovereignty, we aspire to create federation of nations and live our lives governed by an elected world parliament.
We also envision the abolition of war and gross injustice through the rule of enforceable global law, including the establishment of a binding judicial system to resolve global disputes.
Further, we recognize that without radical reform, the United Nations cannot achieve such common-sense goals.
What is urgently needed now is a bridge to a governed world, a plan of action.
To achieve our grand objective, the Earth Constitution Institute promotes a six-step plan of action:
Step One:
Recruit Voting Global Citizens for World Electoral Districts.
During the first phrase, we will establish the primary institution of global democracy called for in the Earth Constitution: the 1000 World Electoral Districts (WEDs). The primary purpose of such Districts—along with other institutions that are also eligible—is to elect delegates to the House of Peoples in the future World Parliament. If you consider yourself a world citizen or an advocate of world peace and justice, we invite you to become a registered “global citizen” with on-line voting privileges within your local District. (You can do so on this website.) We are in the process of developing a unique digital identity for each voter, and future world elections will utilize a highly secure voting system.
Step Two:
Build the Legitimacy of the Provisional World Parliament.
Once sufficient numbers of World Districts are populated with registered voters, the elections for the Provisional World Parliament (PWP) will gain greater legitimacy, along with other factors. At PWP meetings, elected representatives will and have in the past deliberated and voted on proposed world legislation, thereby showcasing the possibilities of digital-age technology combined with constitutional global democratic values. Step Three:
Initiate Provisional World Government (PWG) to Support the Parliament.
The PWP has functioned reasonably well for over four decades, and ECI is now focused on the next big step: establishing the institutional forms comprising Provisional World Government (PWG) as specified in Article 19 of the EC. At this step, certain PWG bodies will have taken over all administrative tasks now handled by Earth Constitution Institute. New structures established in and by the PWG are detailed just below. The PWG will come into being during and immediately after the 16th Provisional World Parliament’s historic meeting in late 2025 (designated as “PWP16”). The PWG will be empowered by PWP16 to create the Permanent Secretariat and its executive leadership, whose initial charter is to tackle three large tasks:
(1) the formal amending of the Earth Constitution through calling for, funding, and organizing a new World Constitutional Convention, the fifth in a series going back to 1968.
(2) the worldwide expansion of influence of our vision, leading to formation of a critical mass of Electoral World Districts (WEDs) that make possible proportional representation in the future World Parliament
(3) the worldwide ratification process over many phases and several decades that leads to the so-called First Operative Stage of World Government.
Step Four:
Ratify the Earth Constitution, Phase I.
In this step, we are actualizing the PWG’s strategic plan for ratification of the Earth Constitution by the peoples and nations of the world; to get started, PWG executives will identify and target the first set of nations most likely to ratify. This most challenging phase of our mission can be accomplished if and when (1) enough people decide to participate in their World Electoral Districts, and (2) when sufficient support services are mustered by the institutions of Provisional World Government (as described in Step Three). And many other factors will also be essential.
Step Five:
Accelerate Planetary District Organizing and Voter Registration.
The 1000 World Electoral Districts (WEDs) now achieve a new level of organization as thousands of global citizens register to engage in fully secure, online voting. In addition, leaders and visionaries all over the world must now step forward to organize new Districts. At this stage, the Provisional World Parliament, supported by the PWG, actively sponsors such electoral drives worldwide, using established WEDs as the popular base for the completion of the ratification process in each nation.
Step Six:
Achieve the First Operative Stage of the Earth Federation.
Article 17 lays out three “operative stages” in the process of ratification. This gradual approach ensures that this immense process of transformation is feasible in practical terms. The completion of the first operative stage is a momentous event for humanity because it allows for the official launch of the working world federation. This phase can be achieved through one of three methods: first, twenty-five nations can ratify by enabling their citizens vote on the Constitution; second, ten nations of decent size plus fifty World Electoral Districts can ratify directly; or, finally, 100 World Electoral Districts can ratify, as another way to achieve the first operative stage (even though no nations sign on). That is, the people of Earth themselves can make it happen. The achievement of step six becomes the gateway to an enlightened future of humanity. Democratic world government will have begun for those nations and districts that have met the requirements for this stage.
