Official Summary of the Earth Constitution

The World Constitution for the Earth Federation was drafted by a 25 members Committee appointed at the First Constituent Assembly in 1968 in Interlaken, Switzerland, and Wolfach, Germany, and was definitively approved at the 4th Constituent Assembly in Troia, Portugal, in 1991.

This Constitution is circulating worldwide for ratification by nations and global citizens.

This Abridged Version is a summary of the 1991 World Constitution. It is in the public domain and therefore belongs to all Humanity with the Provisional World Parliament of the Earth Federation acting as its guarantor.

During the year 2025, a Legislative Review Commission has been debating over 150 proposals to update the World Constitution. The final amendments will be submitted for possible approval at the 5th Constituent Assembly to be held in 2026, which was convened at the 16th Session of the Provisional World Parliament in Pondicherry, India, December 2025.

Preamble

Aware of the interdependence of global citizens, nations, and all life as a whole,

Aware of the abuse by elites through science, technology, weapons production, and their use in planetary ecological destruction, the Earth is approaching collapse by various means: wars, weapons of mass destruction, increasing military spending, impoverishment of populations, pro-elite economies, abuse by transnational corporations, environmental pollution, famine, etc.

We, Citizens of the World, resolve to establish a World Federation so that the world may be governed with respect for human rights and assuming full responsibilities for the protection of the Earth and for Peace to prevail.

The existence of nearly 200 nation-states, all of them “sovereign,” impedes mutual trust, understanding, and even respect for International Law.

Each nation-state “is sovereign,” which means that above all, it looks out for its own interests without regard for other nations or the planet itself. The United Nations (UN) should be the guarantor of global coexistence, but since its inception in 1945, there have been more than 130 wars with tens of millions of deaths, increasing hunger and inequality, and many other evils that the UN has been unable to address or solve because of the five hegemonic nations with veto power and other design failures. Furthermore, the agreements it makes are not binding, but merely recommendations.

The UN is useless; it has failed. Are there any alternatives?

Yes, with truly democratic global governability, with effective and real citizenship-participation through referendums. Furthermore, “Direct Democracy” is being proposed as an instrument in the update of the World Constitution.

Change needs to take place at three levels:

  1. Personal (your inner life, spirituality, ethics), the most important.
  2. Social, communal, and national.
  3. Worldwide (the world has become globalized).

We propose a new planetary order of Unity in Diversity, a “peaceful revolution” to create equity, freedom, justice, peace, and prosperity for all, eliminating corporate plunder and the subordination of nations to elites.

We have nothing to do with the nefarious “New World Order,” a term appropriated by the global oligarchy (Bush, 1991), nor with any kind of secret society, zionism, conspiracy theories, etc.

For global transformation, the World Constitution of the Federation of Earth will consist of a World Parliament representing all the Peoples of the planet with 3 Chambers:

  • House of Counsellors: 200 wise people from around the world of recognized honesty (representing all Humanity).
  • House of Nations: 1, 2, or 3 delegates (depending on population, representing each nation).
  • House of Peoples (representing citizens in at least 1,000 electoral districts around the world).

The World Constitution establishes a broad list of rights: equality without discrimination, equal application of the law, freedom of thought and expression, assembly and association, free exercise of the vote, freedom of religion and ideology, freedom of movement, property rights, work, education, and health care; prohibition of slavery, military conscription, torture, or the death penalty, etc. And at the national level, there is internal freedom to determine their political, economic, and social systems.

Before reaching the Fully Operational Stage of World Government, universities, institutes, and scientific academies of any country may ratify the World Constitution, thereby qualifying for participation in the appointment of the Members of the World Parliament to the House of Counsellors.

The stages of formalization of World Government, in addition to the Provisional World Government stage (the current one), are three: the First Operational Stage of World Government, the Second Operational Stage of the World Government, and the Fully Operational Stage of World Government.

The First Operational Stage of World Government will be implemented when the World Constitution is ratified by: a) a minimum of 25 nations;

  • by a minimum of 10 nations, along with 50 Electoral Districts;
  • by 100 Electoral Districts, even if no nation has ratified it.

Nations that ratify this World Constitution, and thereby join the Earth Federation, will transfer all their weapons of mass destruction to the World Disarmament Agency, which will immediately immobilize them and either recycle their materials or destroy them. During the first operational stage of World Government, ratifying nations may still maintain armed forces equipped with weapons other than weapons of mass destruction, as defined and designated by the World Disarmament Agency.

In parallel with the elimination of weapons of mass destruction and other related military expenditures, the member countries of the Earth Federation will annually pay into the World Government Treasury amounts equal to half of the amounts saved from their respective national military budgets during the last year prior to joining the Federation and will continue such payments until the Fully Operational Stage of World Government is reached.

The World Government will use fifty percent of the funds thus received to finance the work and projects of the World Economic Development Organization.

The Second Operational Stage of World Government will be implemented when fifty percent or more of the nations of Earth have ratified the World Constitution, provided that fifty percent of the total population of Earth is included within these nations ratifiers and that their people have ratified the World Constitution by direct referendum.

All nations joining the Earth Federation to form the Second Operational Stage of World Government must have transferred all weapons of mass destruction and all other weapons and military equipment to the World Disarmament Agency, which will immediately proceed to dismantle and recycle their materials, or destroy them.

During this Second Operational Stage, all armed and paramilitary forces of the nations that have joined the Earth Federation will be completely disarmed and disbanded, or converted into voluntary elements of the non-military World Service Corps.

Once the Executive Cabinet for the Second Operational Stage has been formed, the Presidium will issue an invitation to the General Assembly of the United Nations and each of its specialized agencies, as well as other relevant international organizations, to transfer personnel, facilities, equipment, and resources in allegiance to the Earth Federation for reconstitution and integration into the various organs, departments, offices, and agencies of the World Government.

The Full Operational Stage of World Government will be implemented when the World Constitution is ratified by eighty percent, or more, of the nations of Earth, comprising at least ninety percent of the world’s population.

All nations that have not yet done so shall immediately transfer all weapons and military equipment to the World Disarmament Agency, which shall immobilize them and proceed without delay to dismantle them, convert them for peaceful uses, recycle their materials, or destroy them.

All armies and military forces of every kind shall be completely disarmed and disbanded, or converted and integrated on a volunteer basis into the nonmilitary World Service Corps.

As in the preceding stage, all agencies of the United Nations Organization and other viable international agencies of national governments, together with their personnel, facilities, and resources, shall be transferred to the World Government and reconstituted and integrated, as useful, into the organs, departments, bureaus, institutes, commissions, offices, and agencies of the World Government.

Article 19. Provisional World Government

In the current Provisional Stage, the formation of Districts and information to the Nations for the study and ratification of the World Constitution are promoted. The subsequent stages will be implemented based on the number of Nations and Districts that ratify the Constitution, progressively increasing the commitment of Nations to disarmament and the solution of world problems.

Among the actions of the World Constituent Assembly during this Stage of Provisional World Government, various preparatory commissions have been established: Ratification, Elections, World Development, World Problems, Nominations, Finance, Quest for Peace and Education, and others that have been deemed necessary, such as the Legislative Review Commission.

This article defines the composition of the Provisional World Parliament and how its Executive is formed. It also specifies the priority actions to be carried out by the Provisional World Government.
