There are three stages of the actualization of the World Government, in addition to the current provisional phase: the First Operational Stage, the Second Operational Stage, and the Fully Operational Stage of World Government.
The First Operational Stage is achieved when the Constitution is ratified by any one of these methods:
• (1) A minimum of 25 nations ratifying; (2) a minimum of 10 nations along with 50 Districts; (3) 100 Districts, even if no nation has ratified it.
Nations that ratify this Constitution, and thereby join the Earth Federation, will transfer all their weapons of mass destruction to the World Disarmament Agency, which will immediately immobilize them and either recycle their materials or destroy them. During the first operational stage, ratifyingnations may still maintain armed forces equipped with weapons other than weapons of mass destruction, as defined and designated by the World Disarmament Agency.
In parallel with the elimination of weapons of mass destruction and other related military expenditures, the member countries of the Earth Federation will annually pay into the Treasury amounts equal to half of the amounts saved from their respective national military budgets during the last year prior to joining the Federation and will continue such payments until the Fully Operational Stage of World Government is reached.
The World Government will use fifty percent of the funds thus received to finance the work and projects of the World Economic Development Organization.
The Second Operational Stage of World Government will be implemented when fifty percent or more of the nations of Earth have ratified the World Constitution, provided that fifty percent of the totalpopulation of Earth is included in this tally; the people of these nations may ratify by direct referendum.
Nations joining the Earth Federation to form the Second Operational Stage of World Government must have transferred all weapons of mass destruction and all other weapons and military equipment to the World Disarmament Agency.
During this Second Operational Stage, all armed and paramilitary forces of the nations that have joined theEarth Federation will be completely disarmed and disbanded, or converted into voluntary elements of the non-military World Service Corps.
Once the Executive Cabinet for the Second Operational Stage has been formed, the Presidium will issue an invitation to the General Assembly of the United Nations and each of its specialized agencies, as well as other relevant international organizations, to transfer personnel, facilities, equipment, and resources in allegiance to the Earth Federation for reconstitution and integration into the various organs, departments, offices, and agencies of the World Government.
The Full Operational Stage of World Government will be implemented when the Constitution is ratified by eighty percent, or more, of the nations of Earth, comprising at least ninety percent of the world’s population.
All nations that have not yet done so shall immediately transfer all weapons and military equipment to the World Disarmament Agency, which shall immobilize them and proceed without delay to dismantle them, convert them for peaceful uses, recycle their materials, or destroy them.
All armies and military forces of every kind shall be completely disarmed and disbanded, or converted and integrated on a volunteer basis into the non- military World Service Corps.
As in the preceding stage, all agencies of the United Nations Organization and other viable internationalagencies of national governments, together with their personnel, facilities, and resources, shall be transferred to the World Government and reconstituted and integrated, as useful, into the organs, departments, bureaus, institutes, commissions, offices, and agencies of the World Government.
